You got it. His brother was shot (gang-land execution) with the sack over his head, and Evil Eye is the surviving brother. PTSD is possible, haven't gone THAT deep into explaining his motivations - but needless to say a man who wears a death-bag over his head and goes around cutting up gangsters (or cops if they happen to bother him) is most likely suffering some sort of mental break. ;D

Basically, the check-mark denotes he always has the 'correct' answer. The name is a bit misleading... he doesn't necessarily quiz others so much as he has all the answers. :)

He's a police-friendly 'independent' hero. Works very close with officers, but is seperate enough that they don't have to acknowledge they know him. XD

Strikes me as paranoiac who sleeps with one eye open. So is this the sack his brother was wearing, or that SackFace was wearing when he was shot? For some reason I envisioned this as a double homicide, but this brother survived a direct bullet wound to the eye. So then he flipped the sack inside-out to cover his gaping eye socket and to look out the bullet hole, kind of like viewing the world through a backwards blood-colored window. He's clearly suffering from extreme PTSD.

If you like a bit of art history and philosophy mixed with your time travel comedy, watch Woody Allen's Midnight in Paris. I thoroughly enjoyed it. Also watch this excellent PBS documentary as a companion piece or prep for the film: Paris The Luminous Years: Toward the Making of the Modern : PBS
